1/ it is possible to weld two reinforcing plates of medium or low thicknesses one on the other to have a plate of reinforcement of Big thickness?
Exemple: welding of two refpads of 14mm one on the other to get refpad of 28mm.

Is this an API-650 tank?
Check the wording of the standard carefully in relation to alternate designs.
One issue is that you assume a good bit of the load carried by the repad is carried by the outer fillet weld, and the stacked plates limit how big that weld can be.
If the nozzle does not need to be flush inside, you could also look into putting one of the repads there.
 
I would not do this. The load path is too complex. Future inspections are harder. Understanding corrosion is complex. Follow JStephen's suggestion and put one on the inside, one on th eoutside. Or, better yet, make one that is thick enough.
