Number of HV circuits in a single HDD

It is possible to install a double circuit, 230 kV in a single Horizontal Directional Drilling (HDD)?

The issue here is 1-HDD vs. 2- HDD.

Does anyone know if there is any reference project doing a double circuit 230 kV using a single HDD Bore?
We did several HV double circuits using a jack and bore (J&B) construction for a short run and a single circuit with HDD. However, we are not sure if there is an experience in the market using a double circuit in a single HDD bore.
 
It seems one limit is heating, are you contemplating forced cooling?

No, we are not contemplating forced cooling. The reason for that is that the peak capacity delivery is relatively only (140 MW), and the smaller conductor can provide a safety factor of 2 for the worst-case scenario.
The area is severally congested for the OH option, and the decision has to be made between an open trench with wetland vs. HDD. The cost of two HDDs will force us to use the open trench and be at the mercy of the permitting agencies.
