There are certainly a number of different sources of tire noise, including the interactions between the tire and the road surface, but a principal source occurs at the tread-block-passing frequency, for those tires not having random block spacing - and there still many of these.

There's a good SAE paper on developing tread patterns. I think it was by Goodyear.

A recent paper, Nakajima,Y., 2003, "Theory on Pitch Noise and Its Application", ASME J.Vibration and Acoustics, Vol.125, July, pp.252-256 predicts lug shapes to reduce tire noise. He cites Bridgestone Corp. internal reports and a Tire Science Technology magazine/journal(??) source and several other papers/books in Japanese. For general automotive NVH information, the free magazine Sound and Vibration has published a number of high quality articles that may be available on or through internet.
