Does the NX 11 keep the touch screen capability?
What is the most appropriate computer for using this last NX version (PC, tablet, laptop, etc)?

The most appropriate computer, -i think you already know the answer to this.
1) it should be certified by Siemens. -At least some help if the graphics aren't working as expected.
2) It should have a dedicated and Certified graphics card.
3) It should have most powerful processor that you think is reasonable to pay for.
4) SSD drive.
5) 16GB ram or more.

You can run on a MS Surface tablet, but i doubt that it will satisfy your expectations for everyday work.
Most users i know use laptops, because of the portability.

the processor must have less core and much clock(Mhz).
NX doesn't use much more
than two core.

Not true. NX Modeling can use up to four cores for some solid modeling operations as well as for creating Hidden Line views and such. But there are some tasks, such as the newer rendering tools and of course CAE solvers, which can utilize even more cores/CPU's at one time. And lets not forget that NX is simply ONE of the applications that are generally being run on a workstation at any one moment and so those other applications, like web browsers, Office tools, etc, they can also take advantage of the multiple cores even if any one application can only utilize a single core, having multiple cores (beyond only two) will help improve the over all performance of your session.

Which brand of tablet/laptop would you recommend?
Is Dell the best?

Previously we had used some of Dell Precision laptops to run NX, but now they became too expensive (in terms of local currency) and we've chose ASUS top-series laptops instead. There are no any quality issues for both vendors.

In my opinion touch is suitable for viewing and browsing data, for actual content creation you want keyboard and mouse.

Our general spec for NX/TC design machines is,

1) I/O, As large and fast as possible SSD since NX likes to read and write many small files.
2) CPU, Always go for the CPU with the best single thread performance rather than more slower cores. [URL unfurl="true"]https://www.cpubenchmark.net/singleThread.html[/url]
3) RAM, 16GB as minimum but we spec 32GB.
4) GPU, Mid end Nvidia Quadro Card.

We use a blend of Dell and HP series "workstation" computers per company policy, but I would personally not recommend either vendor as the prices are high and the system configuration options are limited (might be a nordic market issue).

For laptops we use the 2014-2015 HP Z series models, they are expensive and heavy but well built with adequate performance, My main gripe is with the screens as they are shockingly bad with regards to brightness and viewing angles. If I were free to choose laptops i would go for P series Thinkpads, mainly for the keyboard and build quality.
