Hello!,
Define a RBE2 spider-like rigid element at the center of the driven gear and select as DEPENDENT nodes all on the inner surface of the gear. In the INDEPEENDENT node (the master node) of the RBE2 you need to constraint all DOF except the RZ. In this node located in the center of the gear is where you need to apply the moment load MZ, OK?.

Thanks it worked. One more question, does the load type "centrifugal inertia" removed from NX10 ?
