Nx3 to NX5-toolbar is clucky and annoying 2

why do the sizes of the icons keep changing?
they keep getting stupidly large.
why does it allow some icons to hide themselves?

It's NOT that the icons are large, it's just that you've selected a Role which includes toolbars with the function names displayed. Now you can do one of two things, chose one of the more advanced Roles, which does not display the function names, or go to each individual toolbar on your screen and toggle the function names OFF.

The switch Roles to something more appropriate, go to your Resource Bar and select the Roles tab and in the section titled System Defaults select the 'Advanced with full menus' or go to the section titled 'Industry Specific' and choose one perhaps more closely related to your type of work.

As for removing the function names on a toolbar by toolbar basis, just select the small down arrow in the bottom-right-hand corner of the toolbar and when the list of icons comes up, go to the bottom of that list and toggle OFF the 'Text Below Icon' option.
