NX9.0 chamfer tool issues

I have tried and tried to use a flat nose chamfer tool such as a Tungaloy 45 degree Jetmill (ECC31005ru-45) and even a simple 6-flute Iscar carbide chamfer tool. I would use them for chamfering edges or even as simple as chamfering a hole to be tapped. I set the tool parameters in "Create Tool" and the software will not allow me to use a flat nose tool for anything! I'm not buying new tooling just because the software is too stupid to figure it out!!

When creating the tool set the Type to Hole Making and you can choose a Chamfer Mill.

The Chamfer Mill did not show in hole making, just milling groups. It still won't let me countersink. Even if I create a countersink, such as a Weldon CS36, it still won't let me use a flat nose tool for countersinking.
 
Can you please explain more what the issues are? With the tool definition or the operation?

For the tools...
For countersinking, create a hole_making > countersink tool as shown in the attachment.
For milling, create a chamfer_mill tool like John said.

You used the core drill, which has the same shape as a chamfer mill or countersink, so that should work.
