Observability and controllability

Hi guys!

I am a beginner in Control field !! I have a system which is observable but not controllable! What does it mean ?! It means that I can not control my sytem with any of controlling method ?!

An example: Water flow off of a roof during a rain storm is observable but not controllable. Some waste heat recovery systems may be considered as not controllable in that the waste heat from another system is a by product and you may use it or lose it. Design for the expected maximum and consider making provisions for flows in excess of your expected maximum.
