Which floors do hinges on the beams and column usually occur?

If the building is 4-story, the first two floors develop hinges?
if the building is 3-story, still the first two floors develop hinges or just the first floor?

Location of hinges is dependent on the design and detailing of the system

There is no sensible answer to the question. Plastic hinges can occur in a variety of places depending on the applied load and the arrangement, strength and stiffness of members.
