Does anyone know where I can find environmental regulations for allowable levels of CO2, CO, H2 and CH4 that can be put into the air?

This would be handle through a specific permit issued by the state a facility is in. It will depend on the type of process, what you handle, age of site, and what you request.
 
I'm actually in Canada... so you wouldn't happen to know anything about canadian regulations? heh =T

Each of the Provinces in Canada also have an environmental regulatory agency. You didn't tell us what Province you live in, but I am sure you can find your Province's environmental regulatory agency with a Google search. Then you can contact them about the regulations that apply to your offgases.
