I tried doing this with a surface that I got through the copy geom process, and the 'offset' option is not available. Is there a way I can offset a copy geom surface, or alternatively, if I make a cut through that surface with sketch features X-sec, how can I offset the resulting curve?

Are you sure the surface is being selected and not the Copy Geom?

When you pick the surface, click until it highlights in pink, then you should be able to offset it.
