Oil carriers with inerted cargo tanks on vapour balancing line

We have the problem that most of the vessels on our oilterminal nowadays are inert by nitrogen or simila, working pressure 100-200mbarg. Our gasoline tanks have a design pressure of 20mbarg

The vapour collection system was designed for to balance the vapours between vessels and tanks. A vapour recovery unit is installed to recover gasoline from the vapour due to thermal breathing of the tanks.

Because the pressure in the vessel (100-200mbarg) we can't balance the vapours back to the vessel, during unloading the vessel. The vessels says they need this pressure as a start-condition for their pumps. Our vapour recovery systeem needs now a capacity of 2,500m³/h only for processing the displaced vapours of the tanks.

Anyone familiar with this? Do these vessels really needs this pressure during unloading?
