Oil Dielectric test

Could somebody explain why the transformer oil (275/132/33kV auto-transformer) can pass the dielectric test (2.5mm gap) with breakdown voltage above 70kV but fail the moisture content test i.e. sample from main conservator: 16.55ppm & On load tap changer compartment: 27.97ppm)?
