Oil tanker spill from road into surronding gullies

Wondering if anyone could help?
Have a problem where we are trying to calculate the time taken and the amount of oil (or other chemical) that would fill into a gully on the side of a road after a tanker spilled it's load on a road.

Does anyone have any methods of solving this or encountered this before?

This is a common topic covered in SPCC plans; you estimate worst case for all probable scenarios for spills. You need to postulate the size of the tanker carrying your substance, and the size of the hole. If the tanker has split in half, it's pretty instantaneous. If it's a leaky valve, much less will be lost.
Have you talked to a transporter yet? They should have ballpark figures.

Sorry, but what is the SPCC Plans? We have looked at a worst case scenario ie all at once, just need something to back it up!!

SPCC stands for Spill Prevention Control and Countermeasure. If you store petroleum products over threshold amounts, you must prepare a SPCC plan which covers topics like how the oil is stored, precautions (both designed in and procedural)to ensure no spills will occur, and what the response is if a spill happens.
This is a USA reg, so if you are elsewhere, it doesn't apply.
Try calling your vendor to see what they estimate a tanker spill at.
