our client is requesting tank wall inspection wile in service / shut down is not permitted / no inside inspection is required / Somme kind of intermediary preventive inspection plans / please i need help in acquiring the right equipment to do wall inspection and any information on applicable standards,

See API-653, I think they have a checklist of items.
They make little ultrasonic thickness-testers. I've never used one, but they seem simple enough. However, if you look at the qualifications for use, they get lumped in with more involved ultrasonic examinations. So consider hiring a lab or inspector that already has the qualifications and the equipment.

Indeed there is a lot to consider in order to perform standard in-service wall inspection, I went through given links I still have to go through some remaining chapters it was very helpful,
could you please help with equipment selection, any brand you know of that is proven to be efficient and cost effective,
also please check my other thread regarding tank roof integrity after bore machining,
 
If your tank is a non API tank, there is a STI protocol for external tank inspections which as part of SPCC programs that we follow on UL tanks. For shell and head thicknesses, we use an ultrasonic tester that data logs the results. NDT Systems is the manufacturer. It is an easy instrument to operate and reliable against shock.
