CAN AN ASME CODE SHOP HAVE ANOTHER ASME CODE SHOP IN ANOTHER STATE FABICATE HIS PRODUCTS IF BOTH LOCATIONS ARE OWNED BY THE SAME OWNER

Yes, provided the second company location is under the QA program for the ASME Certificate.

Yes, done all the time, assuming by Code shop you mean each shop has the CA required.

The ASME has been requiring seperate Certificates of Authorization for each shop location especially those laocated in other States. Both shops will be required to go through the Joint Review process.

stanweld is correct. We recently encountered this issue and were told both by ASME and HSB that it is necessary to undergo the joint review process at both locations due to the fact that they are in different jurisdictions.
