Open box cart portable tank in inspected in accordance with API 653

Guys,


The client is requiring me inspect an open box cart style portable tank in accordance with API 653. The tank is similar to the one I am showing you in the attachment, except it doesn't have wheels. Is installed on top of a skid. Long story short, this is my first time inspecting this kind of tank in accordance with API 653.

My first question would be, to what edition would it be most appropriate to inspect it to if it was buit in 2007.
My second question would be , how should I go about implementing the calculations, i.e.; minimum thickness calculations-one foot method, Allowable hydrostatic test height, if this is a rectangular "tank" and not a circular one, so there is no "D" in the calculations

The tank specs:

Double Walled Tank

Predominantly concerned with the primary side(product side)

35 Long x 9'-6" Width x 9'-6" Heigth

Material: A 516 Gr. 70

I think you'll have a number of areas where API-653 simply isn't applicable. You don't know how the tank was designed. You don't have any assurance that it would "pass" the inspection even when brand new.
It would help if you had design calcs from the builder, but I'm guessing that's unlikely.

There is another inspection standard used for small tanks, and I don't know if it would be any improvement as I've not used it, but I'm guessing it is more likely to be applicable:
 
The client seems to be very smart. He wants you to devise an inspection plan for this tank and has mentioned API 653 as a guide.

Better to re-negotiate your contract with him as in addition to internal / external inspection, you will devise an inspection procedure that the client would use forever and may sell to others who own such tanks.

API 653 deals with API 650 tanks.

This is NOT a 650 tank. Therefore 653 is not applicable directly.

You want to look at API 12F
