I have encountered an open delta 3-phase 240V service in PA and have been confused by so many different explanations. I understand the B (high or stinger leg) is at 208V to ground. Can a single pole breaker then be used (if connected to the B phase bus) to power a 208V piece of equipment?

No.

Sure, it might work for a while, but it will be no end of trouble and confusion for anybody who has to work on the system, and it loads up both transformers.

What David said. Not recommended.

For this application, you would need a single-pole MCCB rated at 208- or 240 volts, and not 120 or 120/240 volts.
