Open-delta connection

I have a 34.5kV VTs with two windings. One of the windings is 34.5/115 and the other 34.5/115/3. One of the phases had 34.5/115 and the others have 34.5/115/3. how do I connect the open-delta to get a balance voltage?

I'm having trouble picturing what you're trying to describe.

An open delta connection would be one VT connected A-B and a second VT connected B-C. The B phase of the secondary would be grounded. Or, do you mean a broken delta connection using 3 VTs connected in wye on the 34.5kV side and in delta on the low-side with a loading resistor in one corner?
 
Best to post a picture as the IEEE and IEC definitions of open delta and broken delta are the exact opposites of one another.
