My company has an existing ~5,000 L double-walled aboveground diesel storage tank (horizontal cylindrical). The outer tank has pipe projections from the flat face (top and bottom) with a sight glass installed between these for I believe visual monitoring of the interstitial space.
My question is regarding the openings in the secondary containment outer tank. I am not clear on whether NFPA 30 22.13.1 and 22.13.2 requires valves on these type of openings only for the primary tank or whether it is required for the secondary tank as well.
Could any clarification be provided?
