Opinions wanted on ASHRAE 62-2004 vs IMC

I have seen recent comments pop up again in the "LEED Exam" thread regarding ventilation rates of ASHRAE 62.1-2004.

The states we design in still use IMC 2000, 2003, or 2006 which is based on old ASHRAE 62-1989 rates, but recently I have needed to dig into 62-2004 and understand it for LEED and our future code requirements.

From what I am seeing, for VAV systems, the end result is that the aggregate cfm/person ends up not being so different from IMC, even if it is a little lower. The reason is primarily because 62-2004 requires the designer to look at not just design supply air cfm, but the lowest supply air cfm possible in a zone (ASHRAE refers to "part loads"). Anyone else that feels they fully understand 62-2004 seeing these results?
