opposing rafters meeting at ridge board splice

As long as the rafters have ceiling joists to oppose the thrust, the ridge has no purpose other than to act as a nailer. A post is not required.

Just like much of the IRC, it's not very helpful in the weeds. For the situation in your picture, the rafter tops push on each other horizontally when load is applied, and since there's pretty much an 1-1/2" gap between the tops of the rafters, you might get a little movement where you don't want it. But due to the adjacent rafters and roof sheathing diaphragm, you probably won't. If you wanted a report from me, I'd say to stuff a little 2x block into the gap.
