Optimal way to rework completed parts (some type of nesting), Made From with Min waste

Hello.

I am wondering how Cad/cam tools can help with finding optimal way to make new parts from parts stored in warehouse.
To simplify my question, for example I have completed:
500 Sheet metal parts of type A (650x40mm rectangular plate with various fastener holes positioned along the plate center line).
500 Sheet metal parts of type B (570x40mm rectangular plate with various fastener holes positioned along the plate center line).

What needs to be done from them:
Part C (220x40mm with various fastener holes along the plate center line)
Part D (280x40mm with various fastener holes)
Part E (290x40mm with various fastener holes)
Part F (340x40mm with various fastener holes)

Holes should not overlap if they are not the same size. Distance between holes should be more 30mm.
I have no idea how to find optimal rework way with the minimal waste. But guess that nesting tools could be useful here.
