I am checking shop drawings of a mechanical equipment platform that the manufacturer designed. They used bolted angles as bracing, but only used one bolt at the ends of each angle. Is that OSHA compliant, or does there need to be a minimum of 2 at each connection?

OSHA requires one bolt to be installed at each connection for solid web members used as diagonal bracing before releasing hoist.
