i am new to this group also new in HVAC industry. outdoor design temperature in india published by ISHARE and IS-7896 is limited for the approx 61 major cites of india. i have to design HVAC system for North east india i.e imphal,skkim manipur etc.also for north india jammu & kashmir ,himachal Pardesh (other than Shimal). how i can select outdoor design temperature other cites not available in the aforementioned code/Organization. i didnot find any valuable information from India Meteorological Department .

which design software do you use? modification of outdoor temperature can be dona having design algorithm in mind.

in general, you should find data on typical peak temperatures and coincident lowest daily temperatures of you area. "peak" should not mean highest measures, but the most frequent high temperatures during cooling season. low temperatures that coincide with the same days are important as algorithms establish daily curves between the two. the similar applies to wt bulb temps - do not use highest wet bulbs, but coinciding wet bulb temperatures. if you want to design dehumidification separately, that you should use highest wet bulb and coinciding dry bulb temperature.

you also need precise altitude and latitude, which could be found in state meteorologist reports.

Firstly I am not using any software to find outdoor design temperature. By the way I check with HAP it has limited number of city for which design temperature is defined. I don’t have data for aforementioned city
 
you don't use software to find temperature, but would want to understand how software algorithm to be able to comprehend what data is crucial.

for hap is as mentioned above - altitude and latitude you can find in many data sources.

design temperature have to be estimated based on available meteorological data and hap data for nearby towns.

daily range can be directly calculation from meteorological data.

you will have to do similar activities all the time if you want to do the job properly.

there are very few instances where you can apply all the data from hap or any other source without alterations. educated guess is part of every design story.

 
Look at localities in the US with similar environmental conditions and use their design parameters.
