Outdoor Luminaire Pole System; New Cameras; Grounding Issue

Multiple luminaire pole system existing with ground rod at each pole. Primary utility service overhead 120V (two conductors only) then run underground in PVC conduit to the poles. Scope is to provide a new camera at each pole, and to provide a bonding conductor between the camera equipment ground lug and the existing ground rod. We are tapping the lighting circuit at a handhole near each pole and bringing two conductors from the handhole to the camera equipment.

Would this be considered the first means of disconnect? Do we need to also bond the neutral to the ground lug in this case?

Is it correct to bond the camera at each pole, or should we be providing a new ground at the utility pole?
