Over-constrained assembly issues

Hi,

I've been doing some sample work with Catia Assembly, and am getting the issue "Ignored constraint: the system of constraints is inconsistent or over-constrained". It occurs when I try to attach two cylinders at their tips with contact, and align them with coincident. I can do either individually, but when I try to do both it gives me the error. Any help would be appreciated. I'm new to both the forum and Catia.

I'm trying to attach that orange section coincident and butt-end against the clear part (it's a pen). The first two constraints are connecting the orange and blue parts and are working fine. They're not affecting the orange-clear constraints.

can you check if the face and the axis of the part you select are normal on each part?

I would make Coincidence.14 between the centerline of the orange or blue part and the centerline of the clear housing. (a point-to-point coincidence creates a redundancy with the face-to-face contact)

I would also add a Fix constraint to one of your parts, probably the clear housing.
 
The faces are normal, and the coincidence is between centerlines. Still not sure the issue. Thanks for your help though
 
I am almost sure, there is an issue with your geometry. I experienced similar cases hundred of times and problem was always on my side and my wrong assumptions (something which appeared to be perpendicular or parallel, was not ...).
