Overhead crane safety (guards & catwalks)

I'll take any help I can get. I'm looking for info on where and when guards and catwalks should be installed on overhead gantry style cranes. Is it a design feature that should be manufactured into the equipment, or is it something that the purchaser has to add on their own? This is asked from a safety stand point, to protect maintenance workers. I appreciate any help or info.
