Overpressure protection with ASME VIII

Good afternoon,

I am designing a pressure filter with a design pressure of 6 bar. There are 24 of them working in parallel, all outlets end in a common collector and this collector goes to some cartridge filters. This main header has not any valve.
However, this header has a bypass that in case of bad quality, avoid damaging the cartridge filters.
If the bypass is working and someone closes it… there will be a shut-off. However, after studying the transients, the automatic control, will stop the pumps, open other bypasses, etc… so no overpressure is achieved.
My question is, in this case, is it mandatory to install an overpressure protection?
Does the ASME VIII allow to trust in the automatic control in order to not getting a certain pressure?

nihili, it would be helpful if you identified which division you are working under, but:

Division 1 permits "overpressure protection by system design", see UG-125. Detailed requirements for such are found in UG-140.
