Is there a certain type of paint stripper that can be use on steel that will not cause hydrogen embrittlement or any other detrimental issues.

Most of the commercial non-acid type strippers should cause no problems on CS.
 
Unclesyd is correct-- acid-based strippers can cause embrittlement while alkaline-based should not. There are many options available from respected vendors.
