Hello,

In API 510 or API 572, is there a specific requirement that the inspection of the internal painting of a pressure vessel (Crude Oil Separator)shall be done by a certified painting inspector?

And in case, some paint touch-up to limited zones was required, is it mandatory for the painter, who is going to do the job, to be qualified?

IMO, the painting of the vessel and tank should be applied by the qualified painter who was trained and certificated by the Painting Company. As finished, the painting should be inspected by the certificated third party inspector to ensure the painting quality and perfection.
 
It is mandatory only if specified in documents other than those quoted. Is it sensible to specify such requirements? Probably. The problem then becomes how to define "qualified" for a painting operator.

Painting inspectors can be well justified, but does the code clearly require that?

On the other hand, does the painter or painting applicator have to be qualified or just experienced?

All codes mention "the inspector"
Unqualified personnel are not inspectors and cannot sign any documents.
Several companies are rated by the paint manufacturer.
