Paper Space to Model Space - Viewport zooms extents

I am having a problem on one drawing where after I set the scale in paperspace, when I switch to model space to adjust the center of the viewport, I can't pan in the viewport because the viewport zooms to the extents of the drawing. Is there some switch that I don't know abour?

That's a real annoyance for me too in ACAD 2011. Zoom previous works too. I will try IFRs' suggestion too.
 
Your question is a little bit confusing but may be this will help. You can only move and modify the size of the viewport when you are in layout and paperspace. To modify the size of the viewport, I would first turn off the layer containing the titleblock which then would revealthe viewport. Pick the viewport and you'll note four corner grips. Pick any one of the corner grip and you can downsize the viewport.
If you want to adjust the drawing within the viewport you must switch to model space while you are still in the layout folder and pan the drawing.
 
chicopee, the OP is not doing anything wrong. AutoCAD 2011 does this with default settings if the viewport isn't locked and you double-click inside.
 
francesca, the OP does not indicate which ACAD version is being used. I do not have ACAD 2011, howvever, I suspect that you can override its default settings and perform the functions I indicated.
