what will be the tolerence for 6" 900# spool of 1200 mm long per B31.3?
Where the tolerence is specified in the code?

Take a look at 328.4.3 in B31.3.


Outside of B31.3, take a look at PFI ES-3 for guidance on fabrication tolerances.
