Parking Garage Ventilation

I am working with the NY State version of the IBC. The previous code required 1.5 CFM/SF of CO levels are over a certain level. The current code requires the same on detection of vehicle operation or presence of occupants.
Is any one using CO level as a vehicle operation detector? Other means?

I used car CO levels for system detection, but I thought i remembered reading in the IBC code commentary thst car alone was not good enough
