PARKING GARAGE WIND LOADS

I'm looking at the wind loads on a parking garage. It needs to be 50% open for ventilation. I looked at the definition in ASCE 7-10 of a 'Building, Open' (at least 80% open) and 'Building, Partially Enclosed' (total area of opening in a wall that receives positive external pressure exceeds the sum of the areas of openings in the balance of the building) and it doesn't appear to comply with either. That then makes it an 'Building, Enclosed' category. That does not seem right for a 50% open building.

How should I be looking at this one?

I apologize in advance for not answering your question. Do you think that the wind load will control over the seismic load? The lateral design of the precast concrete parking garages that I have worked on were usually, if not always, controlled by the seismic loads.

Thanks, I found it in the commentary.

This project happens to be located in a Seismic Category A location. Wind will most likely control after I calculate it.
