Part 3 (Old AM 101) of Div 2 and material Certification 1

Is it necessary for the Plate MILL to certify that all provisions of part 3 (Old (2004 edition)AM 101 and all special requirements of AM)of section VIII Div 2 are met or it enough the mill give their standard Mill Test certificate with Numerical results of Physical properties and chemical properties?

This question is asked in the context of ASME Sec VIII Div2 (2004).

1) If a small vessel is to be fabricated to ASME Sec VIII Div 2, one cannot go to mill and ask them to procude the plate for small quantity.
One would go to trader to procure the plate.
The trader generally has standard "SA" plate with the certificate for plate.

But the plate certificate generally does not mention any thing about Division 2 (AM 101 or the Sec tion 3 of ASME).

Can this plate be used for ASME Sec VIII Div 2?

2) what is the code intent, when it specifies that material manufacture shall certify that the plates meet all the provisions of part 3 of ASME Sec VIII Div 2? Doe it mean that the material test report should have an explicit statement or is it enought that the material certificate has Numerical values?

3) Suppose one invokes 3.2.6.2 a, or 3.2.6.2 b, what should the supplementary certifcate contain. Since the reference is made to Appedis A3 and appendix A3 has allowable stresses, how the material manufacturer will certify that the allowable streess requirements are met?
