partial discharge test on Capatitor

I have a partial discharge laboratory for test in cables arresters and measuring transformers (TI's and TP's).

A client need a test on one capacitor of 50 kVAR for 7960V phase to ground. I connected the capacitor in tne circuit and I energized it and the protections of the high voltage transformer operated. Inicially I belived that the capacitor was bad and I proved it and it is in good condition (120 uF and 20 kohm), How I can connect it? it is necesary to do a RC circuit?

Do you know about some standard (norm) to do the partial discharge test on capacitors?
