Pavement Base Drain; Where?

Is there a black and white rule for where to install base drain?

Is it from PC to PT on any sag curve where the road is in cut?

Is it anywhere the road is in cut?

Do you mean underdrain?
I haven't heard the term base drain.
If it is underdrain to ensure the pavement subgrade doesn't become saturated, it is a function of the groundwater level.
If your base course is within a foot or two (depending on the geotech recommendations) of the seasonal high groundwater, underdrain should be installed.
It would generally be at low points if the soil profile and elevation was consistent, but perched groundwater, for instance, could cause you to install underdrain at other locations.
