Pdes = 1.5barg. Requirement for Stoomwezen?

A pressure vessel is being designed with Pdes = 1.5 barg & Tdes 350deg C. Stoomwezen classification: DR and Stoomwezen hazard cat: 1 are specified on the mechanical data sheet and the construction code specified is RToD. Given I am unfamiliar with Stoomwezen, I have the following queries:
1. Does such a low design pressure fall below any significant thresholds with regard to the Stoomwezen design code?
2. Is it possible to design and fabricate according to PED 97/23/EG and then validate against the Stoomwezen code if required?

1. Pressure and temperature are not the only criteria see PED 97/23 Art. 1-/-3 for classification. It is the boiling point at atmosferic conditions
2. Yes, it is possible to fabricate such a vessel with design code RToD and having a Notified Body for design appraisal, inspections etc. depending on the PED 97/23.
