PDM Works Web Portal question

Is Web Portal for PDM Works included already with Office Pro or is this a separate package altogether? Can someone describe the capabilities of PDM works Web Portal? Can non-SolidWorks users access or view files from the vault using e-drawings from PDMW Web Portal?
