PE EE design work for residential and commercial buildings

I'm a PE EE with many years of experience with the NEC who wishes to start a small business designing electrical circuits for residential and commercial buildings.
Whom (contractor, etc) would require the services/stamp of a PE EE in the above areas and what specifically would be provided (autocad electrical design,etc.)

I have two ideas for you.

1) Take a job with an MEP company and 'break' into the business, make some contacts, and see how you would fit into the overall project.

2) Offer to take the local residential or commercial building inspector to lunch and pick their brain for ideas and contacts.

Third ideal for you:
Talk to whomever your buying insurance from. Wen you say residence, appartments or condo they run. If you can chase them down depending on where you are look for 15-20 K per year as long as the buidling is standing.
Talk to your lawyer first. You can get the builder and/or contractor to cover the insurance. Be very careful.
