PE Registration: Obtaining US Licensed References While Abroad

I am currently pursuing my Professional Engineer (PE) registration, and as part of the process, I need five references, three of which must be from licensed PE professionals in the USA, as per the licensing board's requirements.

The challenge is that I am not currently working in the USA, I completed the PE exam overseas, and I am not a US citizen. I would like to proceed with the licensing process as it will expand my options

The question is there are alternative approaches or exceptions that licensing boards might allow.

Licensing varies state to state so you really need to find a employer that will hire you and allow you to gain experience and work with PEs so that they can get to know your work and attest to your abilities as an engineer.
 
Like any other club that you want to join, you need to find some existing members to vouch for you.

Do you work with any US customers or partners?
 
Some of the particular state's are like personal references and it is difficult to provide them. Does your organization provide any work in the states?

You may be able to subcontract some work while you are overseas.
 
It sounds to me like you are describing the NCEES online application process. NCEES requires references to apply through their portal but that's not a requirement for every state and many allow for a paper application to be submitted instead of using the NCEES online process. You'll still need to meet the states licensing requirements, which vary and do include having work experience under a single PE, but I'd look into states with direct paper applications if you meet all of the other requirements besides having (3) PE's to reference.
