PED directive. Impact test on PQR

Hello to everybody! I am new of this forum. My question is the following:
With reference to the PED directive 97/23/EC, does the supporting PQR of a Tube (stainless steel) to Tubesheet (carbon steel) welding needs the impact test?

Since no one else has replied, I'll do what I can to help.
I can't answer this definitively, but I would start with reviewing the specification you are welding to and also your base metal specifications. Generally speaking you would need impacts on at least the carbon steel side of the test plate and possibly on the stainless side depending on grade of stainless (fully austenitic should not require impacts). Thickness of the material may also be involved, again that should show up in your actual welding specification. You can probably find a lot more help on this one from someone based in Europe.
 
You can use ISO 15614-8 for welding procedure qualification of tube-to-tubesheet.
The testing required: VT, PT, RT, Macro, Hardness, and push-out/pull-out (when required).
