Dear All,

The requirement of 27 J at the min temperature is referred to the principle parts (shell and head) of the vessel or to all the parts of the vessel?

Impact testing can be waived, it depends on material, thickness, design temperature, etc.
Read the applicable code.

r6155, the OP is referring to the PED 2014/68/EU. This has nothing to do with a design code, although that may also apply requirements to impact testing.
u236, this is what the PED says;
7.5. Material characteristics
Unless other values are required in accordance with other criteria that shall be taken into account, a steel is considered as sufficiently ductile to satisfy point 4.1(a) if, in a tensile test carried out by a standard procedure, its elongation after rupture is no less than 14 % and its bending rupture energy measured on an ISO V test-piece is no less than 27 J, at a temperature not greater than 20 °C but not higher than the lowest scheduled operating temperature.

You might want to read guideline F-19, G-13, G-17, G-18, G-22 and G-28. G-18 will most likely answer your question.

PED, design code, specification or whatever you like to call it, it's the same concept I said.

In no way the PED has the same character as a design code. It something completely different. There are some similarities, but very few.
