PED on mill test reports?

If ped is a safety directive and not a spec. Why are my customers asking for CE to be on our test reports? Our mills don't even know anything about the Pressure Equipment Directive. We are a service center that buys directly from the mill and may cut bar to length. What should we be doing with respect to PED?

C-E marking on a mill test report is non-sense.
The PED requires that for pressure part materials, the mill supplies a certificate of specific product control. In other words a mill certificate including test reports as per referenced material standard. The tests shall be witnessed by an approved third party of the Community.
If the mill has an quality system that is approved by a competent body established within the Community , the tests may be witnessed by the QC department of the mill.

It is worth mentioning that material standards are being rewritten by various EU member countries and harmonised within the PED. When these standards become approved, their specification number is changed, for example, BS 970 for steel bar of various forms now has a separate specification known as PD 970 (PD denoted that it is harmonised to the PED)that references steel material which is suitable for use within the requirements of the PED.
