Good Day Engineers,

Please I need to know if a pelton wheel turbine can generate electricity with a water head lower than 1m, what are the necessary design considerations to be made? I'm really in need of this.

Thoretical max hydraulic power at 1m head is 0.372 HP per cubic foot of water. Practical and efficiency limitations could reduce that significantly.

Buy a battery.
 
Pelton wheel are designed for and work with heads generally higher than 40m.

They need a high velocity jet to work and 1m head doesn't provide this.

1m really needs a water wheel type approach or other low head systems. Mr Google is your friend for this.

The only other thing if you have lots of water is to use this as inlet into a ram pump. Pump up to a reservoir and then use a Pelton turbine, but even then I don't think you'll have enough head.
