PENETRON VS WATER-PRROFING

Recently, I came across a proposal by the GC to eliminate waterproofing layer and use Penetron in the mix design for a spread footing.

The project is in South Florida - water table is 2'-0" below the bottom of footing.

Is this a widely accepted practice?

Look into the fineprint of the Penetron product data sheet and you will see that it says it does warrant it's function across "structural cracks". Nonetheless, it is often pitched and often introduce into projects. Often times Structural Engineers scope in commercial projects down here exclude waterproofing, and waterproofing consultants seem to have varying opinions on the adequacy of the products.
 
Why do you need a waterproof spread footing? Is this for water infiltration due to groundwater pressure? Is it to protect a flooring?
But, let me get on my soapbox. Penetron and it's close relative, Xypex, have done an amazing job in marketing that their products are absolutely necessary for waterproof concrete. But in by 25 years experience, 20 years with living without either of them, I've found good detailing and concrete mixes are more important than any magic (and expensive) beans added to the concrete.
If they work, you get put in the brochure. If it doesn't, they'll tell you what you did wrong. I'd stick with your waterproofing layer (although it might not be effective either).
 
I've used Xypex for repairs for decades, and find it useful for some problems. I've never used it as part of a mix design. I don't know why for spread footings unless there might be a salt water issue. I've never had to design for that.

This is with regards to water=proofing the elevator pit.

What is the purpose of the waterproofing? I practice in Florida and water in contact with a footing is common.
