would anyone be able to help me with the legalities of installing 2 x 20m3 liquid pentane storage tanks at the back of a new build factory?
and if you would have any contact to do this install work in Melbourne Au

They will have to be API620 high pressure tanks with nitrogen or inert gas blanketing. Upper design pressure some 10psig at least.
 
Legalities are very local for something like this. I would start with the local planning authority and safety authority.

You may well need a permit or authorisation to store flammable product.

If there were to be a tank rupture, you'd have a large flammable vapor cloud, as the pentane liquid auto chills itself upon release, for a considerable distance around these tanks. So this tank dike will have to be some distance away from potential ignition sources. Get a process safety or technical safety engineer, or better yet, talk to a local engineering contractor, to firm up on major and minor details, before you put out the work scope for construction and installation. Run a HAZID/ HAZOP, and involve the local Govt safety and environmental bodies to buy in on workscope to avoid major angst further down the road.

Let you talk to your safety bureau and or fire brigade about your project. They may have special/specific requirement for your material.
