permissible fittings for underground soil pipes

The underground waste pipe (coming from lavatories) exiting from our building is right in front of the building entrance that has stairs and a ramp. The drawings call for this pipe to be connected to a gulley trap which in turn is connected to the soil drainage manhole that is also right in front of the stairs.
A proposal is to shift the gulley trap away from the stairs and to route the drainage line from the building to this gulley trap by use of a 45 degree bend in the line. The outlet of the gulley trap will then be connected to the manhole.
Can the 45 degree elbow be used without any provision of a cleanout or not? Actually there is no place for the cleanout anyway.
