I woukd like to find an updated source for all kind of factors for a roughly cost estimate for petrochemical plants.

It is much you want from one source,
I think you need different sources,
What prices do you want,
Engineering, equipm., piping, instr., struct. electr.?
What plant? Ethylene, food, crackers?
Maybe there are sources for complete plants,
but presumable you won´t find it on the internet.
Manufacturers often put their prices not on the internet,
they make you an offer.

Are you looking for Lang factors (i.e. process plant component costs as factor of priced equipment) or capital cost indices (CE Plant Cost Index, Nelson Farrar Refinery Inflation Index, etc.)?

I don’t know of any sources that give unit capital costs, say in terms of bbl/day capacity. You may need to try to find capital cost figures for recent, similar plants in the public domain and factor them to suit your capacity and location.
 
In my country there is also an association of cost engineers where you can order a book with all costst of construction and engineering works.
